Mary Beth helps guide objective setting, plan design, and benefit program administration and funding, and contributes other areas of expertise.

Ed has dedicated 30-plus years to employee benefits and risk management, and currently focuses on governmental, healthcare and technology organizations. As a Public Sector National Senior Leadership team member, he works closely with his own teams to create sustainable risk management, benefits and compensation programs through strategic investments in employee health, employee engagement and proactive solutions.

Don Heilman

Don has devoted most of his 25-plus years in the benefits industry to working with large governmental entities. His broad experience in designing, financing, and implementing comprehensive health and welfare benefit programs helps clients balance financial realities with employee expectations. Don specializes in self-funding, paid time off and disability design, and retiree health, consumerism and wellness.  

Dorothy Gjerdrum

Senior Managing Director, Enterprise Risk Management Insurance & Risk Management

North America

Dorothy has over 25 years of public sector experience and leads Gallagher’s Public Sector Practice nationwide. She specializes in public entities and K-12 risk management solutions and insurance pool operations. Since 2008, she has been the Chair of the U.S. Technical Advisory Group to ISO 31000 and is currently co-creating education and training materials on implementing ERM in the public sector for PRIMA and URMIA using ISO 31000

Dave Marcus

Dave is Area Chairman in Gallagher’s National Public Sector Practice and has over 30 years of insurance expertise working with large public sector and educational clients. He specializes in developing alternative risk programs, commercial risks and CAT windstorm property risks – and has extensive involvement in dealing with FEMA on clients’ assistance issues.

John Chino

John has specialized in risk management program development, self-insurance and owner controlled insurance programs (OCIP). He's developed nearly 20 self-insurance pools for public entities and has over 30 years insurance industry experience working with public sector and scholastic entities.
