Elissa Biegen

Eissa Biegen serves as the SVP of Human Resources Consulting for Gallagher's Human Resources and Organizational Effectiveness division. She leads a team of HR professionals that provides support to clients in various areas of HR, including benefits, performance management, employee relations/investigations, fractional/interim HR and various HR audits. In addition to overseeing this division, she plays a key leadership role in guiding the broader HR Consulting practice.

Alongside her leadership responsibilities, Elissa continues to provide clients guidance in various areas of HR disciplines, with a consistent focus on implementing strategic initiatives and delivering quality support and solutions to clients.

Before joining Gallagher through its acquisition of OperationsInc (OI) in 2024, Elissa led HR teams for Alea Reinsurance, Alcone Marketing and Maplewood Senior Living and held senior HR roles at National Securities Clearing Corporation (NSCC) and large retail operations. Throughout her career, she has focused on aligning HR strategy with business goals to drive employee engagement, retention and organizational performance.

Elissa holds a BBA from George Washington University where she majored in personnel management.
