Jeff Garrand

Jeff Garrand serves as SVP of Payroll and HR Technology Services for the Human Resources and Organizational Effectiveness team within Gallagher's Human Resources and Compensation Consulting practice. He leads the Payroll, HR Technology, and Payroll Tax Compliance Consulting teams and serves as a subject matter expert to prospects, clients and internal team members.

Before joining Gallagher, Jeff led the strategic growth and expansion of the Payroll and Human Resources Technology consulting team at OperationsInc (OI), an HR consulting firm Gallagher acquired in 2024. Jeff has held a progression of leadership roles at OI since joining the organization in 2018.

As a payroll and HR technology professional, Jeff served in many roles, most recently as a senior implementation major within Major Accounts at ADP. In that role, he led a team of implementation consultants specializing in configuration and consultation with clients in the areas of payroll, time and attendance, benefits, time off, general ledger, onboarding and workflows within ADP technology.

Jeff earned a BS in resource economics from the University of Connecticut.
