Zakhar Shtulberg

Zakhar Shtulberg is a senior consultant with the Public Sector and Higher Education team within the Gallagher Compensation and Rewards Consulting practice. Since starting as an HR consulting intern at Buck (now Gallagher) in 2012, Zak has been mission-driven and passionate about collaboration with clients and partners on transformative people, compensation and other HR initiatives that improve the lives of employees and their communities.
Zakhar's projects have spanned a broad spectrum, including compensation strategy design, change management and communications, workforce planning, project management, analytics and technology enablement, and organization design.
Among both internal and external partners, he's recognized for blending strategic and technical advice with innovative analytics and technology and is seen as a trusted partner and subject matter expert in HR and compensation.
Zakhar has a BS in industrial and labor relations from Cornell University.
