Rebecca Starr

Rebecca Starr is an Area President with the HR Consulting service line, part of Gallagher's Human Resources & Compensation Consulting practice. She brings extensive experience managing, reviewing, and evaluating human resource functions. She specializes in tactical and strategic approaches to managing the HR function within organizations. With particular expertise in Nonprofit, Public Entities, Manufacturing, and Service organizations, she consults with her clients in the areas of Employee Relations, Policy Creation, Efficient Practices, Employment Law, and Benefits and Payroll Administration.

Rebecca endeavors to link the HR strategy to business objectives with the knowledge that employees are often an organization's primary resource. Her recommendations strive for an indirect contribution to the organizational bottom line and mitigation of costly regulatory issues. To enable organizations to successfully administer the HR function, Rebecca helps educate clients and her recommendations are also practical at both the strategic and tactical levels.

Prior to working with Gallagher, she served as a sales consultant with Dale Carnegie Training. This background is the basis for her customer service approach and her understanding of the financial implications of an adeptly managed HR function.
Rebecca has a Master's of Business Administration from Northeastern Illinois University and holds a Bachelor's Degree in Business Management from Southern Illinois University Carbondale. She is a member of the Society for Human Resource Management (SHRM), Human Resource Management Association of Chicago (HRMAC) and is certified as a Senior Professional in Human Resources (SPHR).
